Yes, AOR If there is restriction on employer on your nomination certificate, then you are not eligible for BOWP. You will need LMIA i think. Ask a consultant for your options.

IRCC can always look up for payment receipt on their end. But still ask your employer for any proof of payment. There should be something, atleast a bank statement showing payment. I was lucky to get file number, so i never applied close work permit.
