I believe first Canadian passport has to be issued in Canada. Cannot be issued overseas.

Update: 2 cards received today. Minor card status still shows as submitted. Wonder what’s the deal.

Only update for me is that ECAS Shows in progress June 2nd. You might want to join the whatsapp group for updates. best of luck.
