as far as i know, if you don't enter the country with the primary application, you can't after, and have to re-apply for PR. As in new app, probably under spousal sponsorship- mufarina

just call CIC call center and tell them you need to book an appointment for landing, instead of exiting and entering. They will forward it to the closest Service Canada to you, and they will email you the day and date to come.- mufarina
