Yes, of course you can transit without a visa. The connecting flight should be within 24 hours. You can't get any type of visas to enter Dubai.

I can only vouch for Emirates as I had a great experience with them. Most of the European Airlines can be good too. Just avoid Turkish Airlines and any Asian Airlines as they don't have much knowledge about RTD and can give you a hard time. Best of Luck...
