No, my case was different. I haven't sent a commercial invoice earlier in a package. I received an email from IRCC to send a commercial invoice on Jan 31. After sending the commercial invoice I received another email to send the invoice again yesterday. Today my tracker got activated.
I wish I could have read this post earlier. Now, I am stuck with no passports. I received multiple emails to send a commercial invoice which I sent already but still not getting any update.

I had raised a web form to get to know the status update. I got a reply from the team today that my passports have already been shipped on Jan 19 but the fedex label shows they haven't received any package. How can they ship when there was no commercial invoice? I am getting worried now that...
