I think it has happened to others. They are in the process of scheduling an oath date and everything else is completed, so your neighbor should get an email soon.

Thanks. I called BLS and the agent said that anyone at address can sign. Ill head back to Canada and not take a chance. They only keep it for 5 business days after missed delivery

My surrender certificate is printed and i had chosen delivery to home when applying at BLS. I am in US and will return in few days. Can my brother or anyone at the address sign for the letter when it is being delivered to my address? or it has to be the person it is addressed to (me). . Thanks
