Did you try to look in your account where to submit a document? When IRCC request additional documents, they open a tab in your account to upload that document. Based on my experience, it will keep saying your action is required even when you send the document through the web form. You can try...

I really don't understand your attitude. I did not recommend applying. I just suggest inquiring. If you are not an expert, I know I am not, then let whoever has asked to seek an expert advice, like an attorney or even ask the IRCC.

I am in Canada with all my dependents. My file was received in May 2019 and is still in process. So, I am not sure if lifting travel restrictions will have positive impact on file processing. I hope it will have some impact on both outland and inland applications.
