Would it be alright for me to use the WES assessment for my Bachelor's degree and the new (either CES or IQAS) assessment for my Masters degree? Or would I need to redo the assessment for both degrees from the same ECA agency?

I had no idea that the criteria is different for each ECA agency! I assumed there were common guidelines for the assessment. I'll go with CES or IQAS then, thank you very much! :)
