Yes that is correct I got pre arrival letter yesterday but it got updated in PR tracker today.

Yes I have got the same timeline Eligibility started: Aug 17 Background verification: Not started

Bro try calling IRCC , I waited 4 months for AOR, and after speaking to an agent , I got AOR next week .. April applicant Outland

I am getting same error from one week although my application is linked with GC KEY.

For me, the last update was eligibility started August 17 After that receiving ghost updates only average 1-2 per week. Sydney office

Yes I did receive AOR after 4 months because I called IRCC agent.
