    This is a weird case since IRCC does not hold refusal letter if the decision is not approval. Also, in my community whoever has gotten BVL first has received PPR after that and I saw no one received refusal after BVL.

    I think if you do not receive a refusal letter after 2 days of BLV, your application have been approved for 99%.

    Yes, they are reviewing eligibility. after 2 days of starting reviewing eligibility, I got BVL
