If both are open (as you mentioned), it is not like you are "using" it for your specific employer. That would be the case if it was closed. An open work permit allows you to work for any employer during the validity of the work permit. I assume your new WP is valid for longer than the old one...

Yes, you can have 2 at the same time. The link you posted confirms it. Use the most recent one and include both when you upload the pdf (and a letter of explanation, just saying why you have 2).
