For now only Canadian citizen or permanent resident are allowed to mail in the documents. One of the proof US embassy will ask is the copy proving your PR status, since you haven’t landed you can not mail in the documents from USA.
Today I received passport back with visa stamped and 2 copies of COPR (** sign of relief**).... I want to thank this forum for it's wisdom and sharing my COPR journey below. Best of luck everyone!!!!!

Anyone planning to send your passport from US try using FedEx instead of UPS, I heard UPS is having issues from another forum. Also make sure print the return shipping label before you visit FedEx or UPS since they won't create for International shipping...
