If lets say a tourist comes to canada for 5 months, how can they get 2 months of insulin supply? Manulife and other insurance companies wont cover these medicines -

I tried using my own cic account to apply tourist visa for parents, but the questionnaire is asking the applicant's details, but it isnt me. So should i open a new cic account for my parents to apply for tourist visa?
