Your work permit needs to be approved first, then you send your passport and documents to IRCC, they mail you back your work permit. You cannot do flagpole without approval from IRCC.

Yes. You need a job offer, LMIA, then apply for a work permit. The new policy simply says that you are allowed to apply from within the country.

One can apply for a work permit at any time. The announcement on Aug 25 simply said that one won't have to leave the country then come back to obtain the work permit itself. Since I applied before Aug 25, I wasn't eligible for that and had to go to the border to obtain my work permit.

I did it via webform. I attached the PDF letter to the webform. I also have seen on previous pages in this thread that you can email IRCC directly at IRCC.COVID-TravelExemptions-Exemptionsdevoyage-COVID.IRCC@cic.gc.ca to ask for expedite, attaching employer's letter.

I did what poppedpluto suggested - see their post from page 27-28. I uploaded the letter requesting expedition from employer, on company letterhead, via webform. I never got any reply. There's no way to tell if it helped speed things up, but no harm in trying.

My partner lives in Canada. But you can ask your employer to do this for you - technically, anyone living in Canada can do it. You just need to fill out and sign a representative form to authorize them to ask on your behalf.
