What makes it even worse is that they have processed applications which were submitted after February. I know 2 people whole applications were processed within 6-8 months. They’re no consistency.

Yes. I have applied for GCMS notes twice and there's not much there. First time I applied in June and then in Dec. And they are identical except now the Primary Office says New Delhi while the June one was Ottawa IR. Here are the ASSESSMENTS (same in both June's and Dec's GCMS notes)...
