Yes, you can get it done by relative in India. I got mine done in that manner as I struggled with the online portal. Please make sure the form is filled correctly. I didn’t get my OCI yet as I applied last week. I cannot find my voter information anymore in the portal after cancellation.

Assuming you are applying OCI for first time, then it should be left blank.
