As you can see in these notes. REFUSAL GROUNDS has 1 , 2 and 3. It means that the officer found REFUSAL GROUNDS to refuse this application.

Only thing that works with IRCC is Writ of Mandamus. Nothing else works. Rest is waste of time and nerves which I dont have anymore...
