My dad has same issue and i got per-existed conditions Insurance and we got visa approval in few days.
GO to any insurance broker they all are same, shop carefully.

Go to your local MP and ask them to get an update on your father’s application status. Provide them all the details like application number,biometrics etc.

If any of your parent has some medical condition then go for pre-existing otherwise without pre-existing is fine.

MP of your area do it regardless he know you personally or not. We have done many of the letters notarized in Ontario, BC and Alberta.
You just need an appointment with MP office and there is no fee.
It works without notary but it doesn't hurt either.
