CIC received my new photos on Aug 19 and my PR card arrived in the mail 3 weeks after. This may depend on where you live too, since they send from Sydney, NS.

Though I can't answer any of your questions, I have the same timeline as yours, received new photos request after 3.5 months of waiting!

No benefits in terms of CEC. Beware that BC is imposing extra 15% property transfer tax on non-canadian citizens/PRs.

Same here. Landed in mid-April and called a couple of times in early July. Agent said nothing wrong just have to wait, today received new photos request ..... not sure how much more waiting it's gonna take.

Update: I just called CIC hotline, the agent said they are experiencing some delays but my PR card is processing fine and no new photos needed. It should be finalized by end of this week and may take a week for delivery.
