Yes. Eligibility and background in progress in both gc account and tracker. Eligibility in review from last month and Background started yesterday in gc account and vice versa in tracker (eligibility started yesterday and background from more than one month)

PCC through bls take atleast one month. You apply for it. If someone is in your home country, you can apply for local police station PCC as well. you will get it in 10 to 15 days. When you get it, submit this pcc along with bls pcc receipt as a proof that you have also applied for it.
