I believe what you are asking is if you overlaps two jobs at the same time, will it be considered as two years of experience? current job - 1 year 6 months secondary job - 5 months in any case, overlap beyond 30 hours will be capped off and you can't calculate any extra hours as "another year"...

It is valid, PR portal hardly gets updated nowadays. It takes an average of 10 days for PR card delivery.
