what is with the tracker it has been down since three days now.

Did you receive your AOR ?

Has anyone facing the same issue when creating the Tracker account? It says technical error since yesterday.

I would suggest to meet your residence obligation first and then apply for pr card, since the processing time these days are only 16 days. As per another country visa I believe an expired card would also work. Just attach a letter of explanation with your application that you will be submitting...
