I'm not sure, I would say yes as long as you have a visa that allows you to come back but I don't know, because when you receive the portal email, they ask you if you are in the country...

It just depends on the VO, Montréal and Edmonton are so efficient Lady on the phone told me at least she sees activity on my profile and it's close to the end, I'm guessing it should be the same for you

Sounds like the lady I talked to yesterday lol But as you said, back in July 2022, processing times were 9 month, I think we should take this into consideration, I think the 20 month is for people that apply now. Now it's just a waiting game, but at least, everything else is done
