    I treated it as new application. You will have to mention about your last application in the new one. Appealing to the court takes more time than resubmitting and receiving the PR. And if you lose, it is waste of time and loss of money. I requested for reconsideration but they did not agree...

    Yes. I got my PR in June, 2020. With my job offer, I applied again while I was still living in Quebec. I showed the proof of house lease in Ottawa. That was good enough to get approval. In summary, you need to show hard evidences about your intention.

    Your best bet is to get a transfer to Toronto at least for a year. Once you have your PR, you could move back. It is just a matter of respecting rules. Why don't you consult a lawyer?
