I think is not true. Unless the government wants to have persons without a valid work permit. So they can't work and ask For social assistance .

I always think is about the agent too. Some are lazy. So You are lucky if a good one is talking care of your file.

What I see is sometimes people don't send the documents complete. Takes time they check and if You add delayed, longer the wait. I don't think is chronologic because if they are waiting for your documents, can't stop. Have to keep processing.
