Does in production means not photos needed ?

My PR card was mailing back to me yesterday , but my husband’s is still in production . I asked the agent if needs resubmit the photo ? She said she does not know . Any advices ? Our Pr card supposed to approve together ? Mine was approved yesterday and mailed at the same day

Does approved in CiC with counterfoil means they stamped the passport and printed the COPR. My application is approved on March 23,2018, but my tracking number is still not activated yet . I am a little worried about it . Does anyone have the same situation . Thank you in advance .
