Yes it is common. 2 of my friends also got additional document request. One of them was about their new employment after the time of their submission. They got their PR after 1 month. It always depends on the application, so don't worry and send them the requested document ASAP.

They are the same thing and if you are residing in Canada it is free for you. You always can apply for it but if the IRCC has not started working on your application by the time of your GCMS generation, it will return in empty pages.
