For your first PR Card you do not need to apply. This is done automatically by IRCC. I only wanted to link my application so that I could see the most recent updates, and be notified quicker if there are changes. Gckey will also show you once the PR Card has been mailed. I don't think you have...

We got an email that just said the status changed on the application. That's it. Then clicked the link to log in and it shows card mailed in GCKEY

Try that, of course. To confirm, you have already submitted the photo and address through the PR portal? I was only able to link the application after I got confirmation this was submitted

Update, we got notification that the PR card was mailed 3/18/2023. Photo still in review.
