It was returned not rejected. The reason provided was that it does not meet the section so and so of IRCC act or regulations. The missing documents were mentioned as a comment on the scanned copy of checklist, the comment has full name of the person who made the comment. Googled that name...

I sent the email to IRCC requesting approval to use the alternate means i.e. paper based application to apply. IRCC sent the link to the paper forms in its response next day. I included that email with the paper file.

They may ask you a copy of the CSQ when you go to register for Health Card etc. Other thing to consider is schools. Most new immigrant kids has to go to French language school, although there are some exceptions such as if a sibling is in English school etc.
