I’m curious—why would IRCC assign a COPR number if the final decision hasn’t been made yet? From what I’ve seen, COPR numbers are typically generated when the application is approved. Could it be that the decision is made, but just not updated in the system or officially communicated yet?

CEC inland ITA 19 sep AOR 18 nov Med 4 jan Bio 7 jan FD 14 mar Office Edmonton and Montreal. Can see COPR number on the tracker. No portal email yet. Called IRCC, was told the decision has not been made on my file and I need to wait. Doesn't it mean a decision made when it shows on GCKEY?
