Update!! My brother applied for the restoration and attached a proof of registration for summer semester,with official letter from his school and a letter of explanation about his situation. He got approved after 2 months thank God .

He didn't renew his study permit due to misreading information. He is now inside the 90 days post expiry, he can't work and can't go to class.
