Only the declaration would be sufficient. I am not sure if they have any mechanism to cross check if you have surrendered or not. I would recommend you to surrender before applying for OCI.

Hi, You don't have to worry about linking your PR card application as you already got an email saying that it has been mailed. You must be receiving the card within a week.
