Why 6 weeks ??

After linking PR card application in CIC it shows submitted only , I have sent photos to Etobicoke IRCC on NOV14-2020, I called IRCC no updates from them till now, So Once Card got approved & Sent - in CIC portal will it show as approved ??( submitted ->Approved)

details of approved /Card sent communication came on email or on CIC portal ??

I reached them they said like it will be in their mail room of Etobicoke IRCC. Till today its showing as out for delivery
