Hi, contact your region's FRRO by email. Let them know of your child's birth. They will most likely ask you to apply with child's Canadian passport. Ask them specifically about the way to avoid the penalty. If you need to talk further, leave your number in DM.

Just write a letter of explanation saying you don’t have any id cards.

You will have to register your daughter's birth with FRRO within the first 14 days.

You have to give Indian address. The Indian registrar office will not know anything about baby’s citizenship. You can apply for your province’s birth certificate once you come back to Canada.

Applying for passport is definitely not needed.

I thought that the two documents were mandatory. They are not . I got Aadhaar. But it’s not really needed.
