so why lawyer is saying to apply study permit and workpermit together

hello i applied my workpermit but it got refused because i didnt attach graduation letter but now my 90 days are over i am applying for restoration from lawyer.Could you please tell me is there any possibility to get my workpermit for 3 years because i have applied for studypermit as well...
