Try to send an email to Ottawa and Cc Accra email. That will help a bit and explain you still waiting for your passport to be stamped.

I received my Ecopr today and I am just expecting PPR or a follow up for spouse outland.

I did send CICa webform the emailed the portal email and CIC ottawa office explaining that dependent needs a PPR and not in Canada. Just some few moments ago I got my Ecopr and I am just waiting on the PPR for my spouse
