If the embassy ask me that am i rejected before or apply for any country ...what should i say...????

I applied for canadian student visa back in 2011 but after three months i got my documents back with no rejection letter and rejection stamp what does this means....i m very confused...i am planning to apply again ...will there b any difficulty i have to face ???
