I wonder what are they achieving if it is a delaying tactic. My father retired in 2019 and has traveled several European countries on his passport. This is so strange for Canada to take so much time. In no way 2 years make sense for background checks.

It looks like a lawyer needs to be involved here. And whenever there is a lawyer, there is definitely big amount involved. Imagine paying thousands of dollars for mandamus process for 300$ visitor visa.
