No, they just need to submit passport for stamping and sticker on passport has validity of PR visa( usually 1 year or less) and before it expire, they have to come to Canada

You can check online appointments on last day on month. They usually open appointments spot on last day of every month for surrey Vancouver. At Vancouver BLS you can apply both togather, I have done both at the same time about 1.5 month before at Vancouver. Don’t know about surrey.

Surrender certificate is not required for OCI application at Vancouver jurisdiction. I have applied both togather, received surrender in 1 week and OCI just printed yesterday , did not received yet.
