I also had Scarborough office. They sent the email to download the e-certificate the day after we did the oath itself.

I think the PCC should be issued after the last date you left India to be accepted. If this was me, I would request a fresh PCC from India and submit the new one.

There is not always a 1:1 match for tracker updates vs email updates. Sometimes the tracker is updated earlier and you get the corresponding email later. Sometimes it's a ghost update.
