From what I heard, BVL means a decision has been made. They might be waiting for the green light from other authorities in order to announce the decision to you though...

I got the same email... we're workng on your application.. I wonder what to read from this... Does it mean wait longer.. or its coming soon.? and estimated completion time was 8 weeks... now its 22 weeks!!! so it is not exactly ESTIMATED, is it now, IRCC?!

yeah the thing is if you contact ottawa that's what you get. i tried it a couple of times, and that's what I always get. I would suggest raising a webform directly to your visa office. ask them about the delay, and also apply for your GCMS notes.. there might be something going on.. mine is...

Believe it or not, I just passes the 21week mark... I think the longest I have seen other than my own is 22 weeks which happened right in the middle of lockdown!
