All we can do is submit webform to IRCC and explain the situation. But IRCC probably won't take it seriously unless they get thousands of complaints.

Yeah looks like it but a lot of people are still getting refused with installments. IRCC cant follow their own rules.

Are you sure you don't need to pay in full? I have seen a lot of people who posted on this forum that they got rejected because they did monthly. Also I remember IRCC website mentioning something about being paid in full.
