Looks like eligibility is started but not sure when exactly it did.
Applied on Jan 14, 2022 under new IRCC portal.

Also just noticed that my old application (applied under GC Key - Oct 08, 2020) was withdrawn. Hoping for the favorable outcome now.

Can you tell me which city you have applied from?
 
Thanks I applied from Mumbai in Nov 2021 and visa office is Delhi I believe all cases there are stuck while ones in Bangalore are moving faster

May be but I am not sure. IRCC customer support says file is in New Delhi but all decisions eventually roll out from Ottawa
