Should apply Visitor Visa for Wife then Family Class Visa or Vice Versa ?

Hi Seniors,

I am from India and applied for my citizenship in June 2021 and got my AOR in Sept 2021.

I got married in October, 2021 in India. And now I want to get here as PR and reach Canada. What is the fastest way to get my wife into Canada?

1)First apply for her PR while she is in India(Family class) ?.....and shortly after that apply for her visitor visa too, while she is in India. What are the odds of getting a visitor visa?
OR

2)First apply for her visitor visa in India .And when she gets the visitor visa then apply for PR (family class visa) while she is in India? What are the odds of getting a visitor visa?

OR

3)Apply for her visitor visa to Canada....and then when she reaches Canada as visitor then apply for her PR (Spousal Visa Class) ?
But in this case what is the possibility of getting a visitor visa

Since you are still a PR, you must be in Canada in order to sponsor your wife to Canada. Therefore option 1 is out.

No one can tell you the odds of getting a visitor visa. Btw, why didn't she apply for visitor visa before the marriage? That's the fastest
