Sponsoring a child without other parent's non-accompanying IMM 5604 form

Hi, my husband is sponsoring his 17-year-old daughter from India. He has no whereabouts on his ex wife's current location. So, the document check list says "if you are unable to provide the IMM5604 Declaration from non-accompanying parent for minor, provide a detailed explanation. Can anyone help on what exactly he should be mentioning to the immigration officer and does that application stand a chance for approval? Thank you for throwing some light on this.
