When you know income is not sufficient for 2018 and you need income requirements for last 3 years. Why did you take chance ? It’s mentioned in bold letters that you should be either PR or citizen and last 3 year income. If you do not qualify that means you simply not qualify and application will be rejected for sure. And you already took the chance from someone who has all the requirements and quality.

Relax, it has been debunked here many times that they dont take away chance from anyone eligible. CIC draws more than eligible seats and gets the correct total at the end.

- i was single in 2018 so i should check for 3 person i guess , so co -sign won't help for 2018 i believe ??

if the are asking for CRA notice of assessment for preceding 3 years which means they automatically calculate that you have to be in canada for a minimum of 3 years to make that income and file 3 year worth of taxes within canada before you are eligible.
