Yes may be it was flawed before. But they can design it in a way that chain migration doesn’t happen.
- Income eligibility. Eliminates parents/grandparents/in-laws from sponsoring their siblings.
- Have a guideline that while you are still under a sponsorship undertaking you can’t sponsor anyone other than your spouse/children. 10 years no chain migration.
- You can undertake only 4 family members at a time depends on your income.
- Who says this category will not bring young generation?
- USA/UK supports and do have some kind of policies to sponsor your siblings.
- Who is saying bring uneducated siblings? I myself is not in favor of this. Keep a mandatory High School or university level education and basic English speaking skills. Our refugee system don’t have that mandatory. Still we are bringing refugees every year.

- We can keep going with the arguments your point of view and my point of view but the fact is that system need to have some kind of provision for siblings. You can’t even get a visit visa for siblings they get refused. Even if you have good business, house, money everything they get refused by saying that we believe that you will not come back. That’s what Canada’s policy is.
You can’t compare refugees to sibling sponsorship. Refugees have no home. Asylum seekers are being persecuted and their lives are at risk. Asylum is a humanitarian program and is only a small fraction of Canada’s overall immigration.
High school graduation is not considered educated these days. Some further training/apprenticeship, college or university is required for most skilled or partly skilled jobs these days. Seniors with income streams (even passive ones) could still easily meet LICO. So yes seniors could sponsor more seniors. Based on your plan if you got sponsored you couldn’t sponsor anyone else but that doesn’t stop one sibling from sponsoring all their siblings and parents. After the 10 years the sibling that can then sponsor all the siblings-in-laws. Still creates a large volume of immigration where Canada hasn’t determined whether they have the skills needed to help the Canadian economy and just creates a modified delayed chain migration. Canada wants younger immigrants for a variety of reasons and younger immigrants are actually more successful longer given their longer time to integrate into Canada and the Canadian labour force. If you allowed to sponsor siblings Canada could end up with many siblings and their family that are over 40. If siblings have university degree or better and good English skills they may qualify for economic immigration or can work towards qualifying for economic immigration. A visitor applying to visit Canada is assessed on their own assets, ties, international, etc. and not on their relative in Canada. You can still visit family in your home country if they get refused. There is already the lonely Canadian program where you can sponsor a sibling if your parents are deceased and you have no family in Canada.
Would add that normal immigration isn’t charity. Even when it comes to refugees Canada accepts a variety of refugees. They select a certain quota for humanitarian and compassionate reasons but many others are selected because they think they have the ability to become productive members of the Canadian economy and will be able to integrate easily.
