My father will visit me soon but he got Sinovac vaccine two doses, does he need again to be vaccinates with MRNA in order to be admitted for entry? Thanks

Sinovac isn’t recognized so he is considered unvaccinated.

No but he will need to quarantine for 14 days.

I wondered once OP completed the quarantine, would he need to get vaccinated again with MRNA Vaccine in order to dine in at restaurants in Ontario, Quebec and BC?

Well the OP’s family member would not be allowed to according to current guidelines.

He’ll need to show he has a suitable quarantine location where he won’t have any contact with non-travellers like a basement with a bathroom or an AirBnB if you don’t have the space in your home.

Visitor visa ( family member is sibling who is a PR ) - but how can his accompanying family come even though they have visitor visa but unapproved vaccines

Just double checking but this is their sibling not a sibling related by marriage. No nieces or nephews.
