Requested to add non-accompanying dependent to sponsorship application

My child turned 22 a couple months after I submitted my PR application (spouse of Canadian citizen). I did not include him on the application as a dependent because I didn't realize his age would be "locked in" on the date of application - I misunderstood and thought his age at the time I received PR would exclude him. As it turns out I'm glad, as it leaves us the option to possibly sponsor him in the future, if he wants to join us. But at this time he has no interest in doing so.

The letter from the VO requested additional info/documents, i.e. passport & background declaration, additional dependent form etc. But the letter also states :

"Kindly inform your sponsor to amend the sponsorship with the CPCM in Mississauga and add your child to your permanent residence application. Your sponsor should submit your child's birth certificate to CPCM and pay the processing fee if accompanying you to Canada."

I looked at the sponsorship form and through the documents on the IRCC website, and didn't see anyway to add or amend the PR application or sponsorship form. I also don't know how to contact the CPCM and the letter doesn't give any info on that. I can't quite tell from the way it is phrased if any of this is needed since he is non-accompanying.

I submitted the additional requested documents to the VO and asked them this question in my email, but not sure I'll get a quick response so I thought I'd ask here. Does anyone know exactly what amendment or addition to the sponsorship form is needed, and how to contact the CPCM in Mississauga? I can only find the mailing address on the website.

You still have a fundamental misunderstanding of the lock-in rule. It only applies to the current application. Not to any applications submitted in the future.

He would need to be included as an accompanying dependent. The only potential window to get PR is NOW as part of your current application.

Age is only locked in for the application you are submitting now. It does not lock someone's age in for the future. So if someone is under 22 when the application is submitted and is included as non-accompanying - and then at a later date (in a few years) wants to be sponsored after they turn 22, it's too late. You have to be 21 years old or under at the time the application to sponsor you (or where you are included as an accompanying dependent) is received.

Long story short, you need to try to add him as an accompanying dependent to your current application if he wants PR through you.

I unfortunately can't answer the question about how to add him. But definitely agree it's important if you're able to do so.
