My parents need to return to Canada in October to meet the 730 days residency obligation. It is risky to travel right now. Is there new policy on residency during the pandemic time? Can they request extension? Thank you.

There is no new policy. The same rules still apply with regards to the residency requirement.

If they have to return before October they were already out of compliance before the pandemic started.
